If I remember correctly, he wouldn't pay workers who had been sub contracted by companies with government contracts after the last shutdown down. They lost pay due to the shutdown, but since they weren't government paid, they got government shafted.

I asked myself "what would a raging asshole do with a shutdown?" Of course, fire a lot of people and hire them back when the shutdown ends. If they weren't employed during the shutdown, there's no "missed pay" issue, hence no money to be paid back. We know he loves to stiff workers.
