I have the privilege of good internet so I just download the entire thing and use ffmpeg on the command line to convert from timecode to timecode. Not easy but works

jDownloader for downloading and yeah you'll have to convert... I dont know of any easy way of only converting a certain section of video you need. Losslesscut can make a clip (that you'd then convert) but idk if it works for youtubes fucked up format. Worth a try maybe?
