A proposal to require a minimum of 10 years residency before naturalization, up from the current 5 years. The article doesn't mention that there are only about 8,000 naturalizations per year in Japan, in contrast to 800,000+ per year in the U.S.

I had a chance to chat with Smalley on a conference bus. His research motto was, "Put yourself in a position to be lucky." His Nobel was for a lucky discovery, not for working out the mysteries of the universe.
