My tax adviser told me once that higher gift taxes were simply floated as an option in politics and it doesn't even apply to me. I am not sure how fast you can change stuff like that especially since often taxes are paid like a year or two later, depends on the country.

Norway tried higher exit taxes. People left before the exit taxes were in effect.
