The massive nationwide effort by the private surveillance company Flock to establish contracts leasing their automated license plate readers arrived in Coralville, Iowa in January of 2025.

Today I learned that what everyone has been calling a $19,000 contract between Flock Surveillance and the city of Coralville is actually a $36,000 contract.

It’s a 2 YEAR contract and yes, I know the math isn’t mathing.

Please join us tomorrow (Tues 8/26 6:30 pm) to ask Coralville council to appropriately represent the community by ending the surveillance contract they unwittingly entered by not properly researching the fiscal year budget.

Related: 3 of the 5 councilors and the mayor have terms that are ending.
Nutshell: Coralville police chief placed a 19K budget ask for Flock cameras (the automated license plate readers at the center of numerous constitutional lawsuits) in the fiscal year budget and the council approved it without thought, research or discussion. At the meeting tomorrow (Tuesday 8/26 at 6:30 at Coralville city hall), they’re voting on a “policy” instead of the more correct and courageous choice of ending the contract. The problem with this policy is that once the data is collected by this privately owned and centralized system, there’s no recourse for how it’s used by other agencies with access. City councils all over the country are trying to get out of these contracts that they “unwittingly” entered now that they realize how unenforceable these policies are. One very recent example from Oak Park, IL: https://derekeder.com/blog/why-i-voted-to-cancel-flock Iowa City has had an ordinance against ALPRs since 2013 that UIPD circumvented to place them on campus. The rabid dedication to getting surveillance in every possible public street across our nation is calculated and terrifying. Please join us tomorrow (Tues 8/26 6:30 pm) to ask Coralville council to appropriately represent the community by ending this contract. Tomorrow is the first day to file paperwork to run for office in Coralville, the city where we’ve lived for a quarter of a century and where we raised two humans from infancy to adulthood. We chose Coralville to be our children’s hometown because it was what we could afford. I don’t love this city but I love what it could be. ETA: I edited the first paragraph because I was wrong about the deadline. The silence from the other candidates remains notable. Candidates for Mayor and City Council can file nominations papers starting August 25 through September 18 at 5:00 pm The Office of Mayor and three City Council positions will be on the ballot for the 2025 Coralville City election on November 4. Coralville has five City Council members who serve overlapping four-year terms. The Mayor serves a two-year term. The terms for the elected City Council candidates and the elected Mayor begin on January 1, 2026.

What the fuck is going on in Coralville?
Tomorrow is the deadline to file the paperwork to run for office in Coralville, the city where we’ve lived for a quarter of a century and where we raised two humans from infancy to adulthood. We chose Coralville to be our children’s hometown because it was what we could afford. I don’t love this city but I love what it could be. In Coralville city government, there are four terms ending: mayor and three of the five city councilor positions. The majority of our local government is subject to change. I find it strange how little news there has been in Coralville about elections that have the potential to change the entire landscape of our local government and are just over two months away. I can’t speculate on what is unknown so I will share what I do know. I will vote to re-elect Hai Huynh because she has shown again and again over the last many years her commitment to representing her entire constituency. Hai’s steadfast dedication to helping residents access the resources they need to thrive is evident both in her work on council and in her many years of employment at the Coralville Food Pantry. I will vote for Katie Freeman because their platform of community health, proactive government and responsive city council is what Coralville needs to become a kinder and safer city. Beyond that, I hope tomorrow brings more information because not knowing the direction of our city leadership as we edge so close to elections makes me very uncomfortable. Please be in touch with me if you care about Coralville. You don’t need to live inside the city of Coralville to care. I care a lot about Iowa City and you regularly find me at Iowa City council meetings and working in community to make Iowa City better because we are all connected. Unchecked surveillance data sharing is used disproportionately and wrongfully against immigrants, Black, brown and indigenous people, unhoused people, people seeking reproductive and gender affirming care. People with less access to power have every right to not only exist but also to thrive.
