While Newsom denounced President Trump’s deployment of federal troops to California, he also expanded the CHP surge model to other cities, including Los Angeles and San Diego. 5/

Local watchdog groups have criticized CHP for flouting rules Oakland has established to govern law enforcement. But state troopers are not accountable to city oversight organizations. 4/

In 2024, the year of the surge, Black people made up 36% of CHP arrests, nearly twice their proportion of the city’s population. Latinos make up around 30% of the city’s but made up more than 43% of the CHP’s arrests. 3/

But the influx of troopers did little to impact violent crime. Instead, stops and arrests of Black and Latino drivers increased dramatically. CHP data also suggests that officers concentrated their patrols in predominantly Black and Latino neighborhoods. 2/
