One might have asked Justice Scalia *why* he felt comfortable dismissing out of hand the idea that in the 40 years since the first adoption of the VRA, it had become more clear to more people that the law was necessary.

I mean, whatever he said in response would've been a lie, but it bears asking.

ICE officers routinely engage in behavior that amounts to menacing, assault, kidnapping, false imprisonment, and much more. They arguably have the legal authority to do so when a subject is undocumented, but when they are a legal resident or a citizen, they are well outside of their jurisdiction.
