I was going to come here to suggest Obsidian. You can hand out a "vault", and it works like a mini-wiki! Plus the program is free. You can really go ham, it codes into markdown, and you can do folders, various links, pictures, tables, etc. I use it for my ADHD-RP-Novelling study notes to link ideas.
