I can’t speak to the scope and speed of this Executive Order but I used to work in the office of the DOJ where Executive Orders were drafted, and way back then (the Clinton administration), there was an effort to determine whether they were lawful. I feel like that step has been abandoned now.

I’d lay money on the likelihood that Trump couldn’t tell you which Article of the Constitution defines executive power. I’d lay more money on the possibility that Trump would say, “Article?! The Constitution’s not a newspaper!” And feel very pleased with himself.
