b) If the state of the mind changes due to observation, this only creates new information if it also changes the state of the world implicitly. That means it is not disjoint from the state of the world.

a) If the mind's state is a deterministic function of the world, there is no stochasticity, and there is no new uncertainty and hence no new information. So new information requires the mind is stochastic.

Let's treat the state of the mind and the state of the world as random variables. Information is only created through new stochastic events, which alter these states. (Why? If an observer had full information, it not having full information later requires that something unknown happened.)
