That is up to the "muslims". They can't be perpetrators of wars and "victims" at the same time.

They will outrage once India actually does it. Right now, it is just on paper. India will have to create infrastructure on the ground to divert water that is going into Pakistan. That will cause starvation and west will whine about it.
