if you don't want to use the tools, the package isn't installed. you have to click this "Agree" button to install it.
you can also right click the button and hide it if you don't want to see it, and in 6.3 you can turn on / off any button on the toolbar

hilarious moment of the day: my mobile network has told me they block FILTH in the form of public domain media on archive.org
even funnier: when i go to try and disable it by entering my card details, it gives an arcane server error and doesn't work
best bit: workaround is to use safari
