Not necessarily; SCOTUS' ruling dealt with federal law (basically Texas law and their map didn't violate fed law). If a state supreme court's ruling is based 100% on state law with no federal issue raised, SCOTUS usually leaves it alone.

The risk is by going for a 9D-0R map, the GOP sues claiming the current map (8D-1R) is illegal under Maryland redistricting law and their courts impose a new non-partisan map (say 6D-3R in a perfect year, which 2026 won't be for Republicans).

A 500-page proposal turns into a quagmire. A list of bullet-points during the '28 campaign, similar to the "Contract With America", might work (e.g., "Abolish the Filibuster") - just like what you posted). And keep it simple: "Court Reform" is better than "limit and refine nationwide injunctions".
