disagree, although the event of "not getting powers" does stand out, it is still organic - everyone reacts to it, and it does fit in
so in my view the device really is more like "everyone in this family gets powers at this age, look what happens if one doesn't"

what works well in a written medium doesn't necessarily need to work as a film
