Exactly right.
Sigh. I’ve always very pointedly used (or changed to, as an editor) “finalize” or “make official” state-certified results. The states do the certifying. Congress does the ceremonial rubber stamp.
A thread on how this wording is wrong—I blame staff!—and why it matters. The VP doesn't "certify" the results. That was the whole point in 2021. I was there!
