I'm not saying people don't need to take care of themselves. Quite the opposite. But russia has a proven track of bombing hospitals and civil buildings, and shelters aren't an exempt.

We do have a treaty with the russian federation. They ratified the border in exchange, we promised allow non-military transit.
This doesn't apply to sanctioned goods. Since such goods are sanctioned transit was halted.

It is convenient to use the term "hybrid warfare" because nothing can be done.

200k tons is 267 mil liters. Given they need 20 🧻rubles per liter for compensation, planned assignations from budget is ~5 billions per month.
Better than nothing, but not too much. I'm sure they'll find what to sacrifice.

Based on article, 🇷🇺🗑️lacks 400k tons/month. Let's make an assumption they will cover half of it by importing from 🪳🇧🇾 and by addimg banned detonation additives to low grade fuel.

It's not just about the price. They actually have a gas shortage. So they have to source it from abroad at a higher price than the domestic market. I believe they'll take money from the federal budget, mostly from social/infrastructure sector.
