In 1981, MI5 introduced in NI, in secret, a strategy which permitted state agents and informers to commit crimes, including murder, with impunity. Crucially, there was no legal framework. This is what is being covered up and why legal costs are so high. See my book Decades of Deceit.

A new book, Decades of Deceit: The Stalker Affair and its Legacy, traces how a 1984 state killing cover-up in Northern Ireland set a precedent for decades of impunity and secrecy—right up to today’s ‘legacy’ inquests into killings during the 'Troubles'.
