A new book, Decades of Deceit: The Stalker Affair and its Legacy, traces how a 1984 state killing cover-up in Northern Ireland set a precedent for decades of impunity and secrecy—right up to today’s ‘legacy’ inquests into killings during the 'Troubles'.

A timeline with two years: 1984 and 2024. Under 1984, it lists the details of John Stalker's investigation into three shoot-to-kill incidents by the Royal Ulster Constabulary (RUC). It describes that the investigation was blocked and Stalker was pushed out. Under 2024, it marks the passing of the Northern Ireland Troubles (Legacy and Reconciliation) Act which reinforced the difficulty of accessing justice. It also states that, despite promises to repeal and replace the Legacy Act, the current government has yet to do either.
