How many 14yo have any clue about these changes? Do the people committing crimes also have a finger on the pulse of the latest in criminal consequences?

Various reasons some became independent, others quit altogether. I expect more will resign. Lots of marginals with Teals on their heels. Fletcher got scared and quit rather than face losing.
