Yes, sadly. I think it can technically work, but very too slowly.
There's the same problem with the capture homebrew, that allows to record the 3DS like with a capture board: on an older 3DS model, the video won't be smooth enough.

Be careful, the 3DS needs to be a New model (New 3DS, New 3DS XL or New 2DS XL), it won't work properly on the 2011-2013 models.
