"It was always you, Helen" could be Candyman professing his eternal love for Helen Lyle, but similarly "It was always you, Helen" could be telling us that Helen actually committed all of these crimes, and imagined Candyman as the perpetrator...

Chicago's ABLA Housing Project apartments were actually designed to have maintenance areas between apartments, linked by bathrooms. The murder in Candyman of Ruthie Jean was based on the real murder of Ruthie Mae McCoy, where the perpetrator really did come through her bathroom cabinet.
