Yep, pretty much that. Ultra processed ingredients in a box. Not the best food, but it's cheap. Use of "burger" is context dependent I guess. "Let's go for a burger" means the whole thing with the bun and all. "Can you get some hamburger from the store" would be the ground beef.

I’ll try 😂.. “Hamburger” here can be slang for ground beef, which can be formed into patties (an actual Hamburger) or meatballs or kept loose. You mix the box of noodles (which also contains spices and maybe sauces) with the cooked loose ground beef. Think macaroni & cheese with ground meat.
