The engineering is not trivial at all and it takes an immense amount of work to make any significant amount but there is no way to restrict the technology to a certain enrichment level. You can only keep close watch on the facility and track all incoming and outgoing material to spot discrepancy.

Any enrichment facility can reach any level of enrichment it just depends on how often you run it through the system or how long you centrifuge it. Which is why right now all enrichment is done in extremely strictly internationally controlled government facilities.
