I keep telling people. They are trained not to do these things. However, they're also trained to treat everyone as a threat. Told to "make it home alive" at all costs. Which one of these messages will win out when the person being trained is also holding a firearm and "fearing for their life".

I took a CJ class in college. The Prof. had done it all. Local. State. Federal. One lesson point I remember is that LEO's have DISCRETION. A tale as old as time, the longer a nation-state exists, the less and less that discretion is used in LEO.
