Yes, but that seems unlikely to happen.
I think the statement says that the kickstarter would have to raise more than 800,000$ before all the previous backers are refunded.
Only really popular kickstarters seem to raise that much, and given how unpopular this project seems, I don’t find that likely.

And as I understand it, they are only currently banned from Kickstarter, not for instance Backerkit, which seems to be growing more popular.

I have no confidence in the current iteration of Judge’s Guild repaying the backers, and I don’t believe Kickstarter Creators are legally required to actually give anything to their backers.
The whole model is based on trust.

take over the ownership of Judge’s Guild and their IPs, but of course I don’t see how that would be possible without paying the current owners of Judge’s Guild.

I have bought several of your OAR Products, and I was very disappointed in the first two announcements, but I think if you do it the way you lay out here, then I feel assured that it the current iteration of Judge’s Guild won’t benefit, other than their debt to the original pathfinder kickstarter
