Even a system explicitly designed to prevent tyranny can evolve into one that enables it, if enough people want it to. Formal checks and balances still exist, but informal ones - culture, civic virtue, institutional courage - are ignored, neutralized, or weaponized by polarization.

This is a tacit admission that such scanning is inherently dangerous. If this technology is too risky for their own communications, it is too risky for any citizen.
