In two different counties near me, there are currently five men in jail, arrested within the past three weeks, accused of producing and distributing CSAM. And yet Elon isn’t sitting in jail.

If you work as an employee or contractor for the Pennsylvania Turnpike Commission it’s required. There isn’t a penalty if you pull into a space other than being reminded that backing is the correct procedure.
