To be fair to economists (a rare treat) the way unions have evolved to cover vastly different industries makes their influence/incentives in one particular area a lot more complex. In, I suppose, the same way a firm with highly diversified set of products and services might be.

My conclusion is that public grocery that is willing to run P < MC for fresh vegetables could work fairly well.

I think my ideal solution might be officially transferring some of our streets from personal car storage to more permanent and legally sanctioned versions of an existing NYC institution:

I think FRESH is one of the main programs (not sure if there are others). It seems they designated areas of high need (based on existing concentration), provided easier zoning and tax benefits/subsidies to build a grocery store.

I would also note that the policy is pretty specifically in response to already existing subsidies for private provision. (see below)

IMO "we have already tried option 1, and this did not solve the issue, so we are trying something else" is perfectly acceptable public policy.
