Correct. I live in NE Minneapolis. Far from the uprising (albeit semi close to the police union) and the helicopter traffic overhead was wild. I became glued to the flight radar app. Many were news choppers, many more were military/police in nature.

The other book to read is Fever in the Heartland. The rise of the KKK follows almost the same pattern out of the south.
