For small races, doorknocking matters. The voters are rarely engaged in those races, and candidates speaking to voters is convincing.

But for congressional races it matters a lot less. They are mostly won through advertisements and messaging. The scale of ads is also more efficient for big races.

Hey, it's better than nothing.

Also, the Texas and Arizona bills only applied to new lots that started as 5 acres. Texas's also only applied to big cities. If NH did that it would be meaningless as there aren't any 5 acre lots in their cities.
