Executive orders do not effect what individual states can or cannot do. I will bet big all the "bad actor" states to which he is referring are Blue states. Red states are too broke.

Conservatives are in favor of the Electoral College because if it was removed there would never be another Conservative president and failed states, ie Conservative states would not be able to suck off successful Liberal states.
