To my knowledge, ReCoM is the only currently available KH game that's localization that didn't have the budget to properly reanimate the lip sync for the English dub.
Meaning, they were forced to treat it like an anime and try(keyword) to match the lip flaps.
It's way harder with live action and 3D.
