I ran across Super comics one other time and did some research. Seems the guy who owned it would buy up the outfits that did the printing and then reissue the comics they had printed or had the plates for. Then yes, he would redo the covers and send them out.

I forget how I stumbled across this but it seems fairly interesting. I am trying to plot a western with werewolves and this seems a good reference materal.
