That's plausible. But isn't it also plausible that they aren't deeply wedded to open borders and will accept immigration reform that allows more people in than the present *legal* system but has enforcement?

For Putin, I think Trump's prior is he likes Putin and wants his respect. He's not thinking policy specifics. To the extent his policy wavers, it's likely because someone like Marco Rubio was the last person to talk to him - we remember that Trump is easily distracted even before the dementia. 1/
