This is the correct play. You cannot systems your way into a bunch of a disinterested back end leaning full stack people into caring about design. Hire front end people that give a shit and magically the problem does away.

A hack to detect if someting is overflowing is to add a Scroll-Driven Animation to the element.

See www.bram.us/2023/09/16/s... for details.

tl;dr when there is no overflow, there is no ScrollTimelime, so therefore the attached animation is inactive.
Solved by CSS Scroll-Driven Animations: Detect if an element can scroll or not
Leverage Scroll-Driven Animations + a Space Toggle or State Query to selectively style an element based on it being scrollable or not.
