That's an unfortunate side effect, but IMHO it's not the catalyst. Criminal acts like this can easily be seen through the lens of "follow the money"

It's not about the vaccines per se, it's about insurance paying for the vaccines. Take them off the mandatory list and their prices go off insurance payments and costs go up to get them.

It's an overhyped framework of a set of nothingness... No better than a set of guidelines to follow over the course of the negotiation cycle which could take months and then would need ratification by congress.

You would need a conscience to do that
