The freedom of movement within the EU comes with its terms and conditions also. You can move to another country but you still have criteria to meet.

The EU does set minimum standards which is a good thing. All the rules I see are common sense stuff. Many EU countries set their own rules on many various things. Each country maintains their sovereignty.
