To be clear, I am not being oppositional. I am trying to learn.
I assume that if the government is paying for procedures on people, it may say no to someone because others have a greater need. I don’t know. I am just assuming. :-)

So, how does it play out? I am an American. I have been to England and learned a little bit about their NHS. I have heard that medical care is free for them, but you may have to wait. I guess they can also be denied, but they can pay out-of-pocket for private Doctors to provide surgeries, etc..

What is it supposed to be doing? Rotating the planet?
I have a BS in math and an MS in computer science, but I don’t know what any of this is that you were talking about. 😕 I work closer to the processor and the compiler. Visual stuff and web stuff is far from my world.
