I was of the impression that nudity is legal as protest, topless was allowed as long as the intent is not to deliberately arouse.
The portland code just specifies "genitals" which doesn't usually cover boobs.

I think in this metaphor, OpenAI is selling shovels at a loss to sell their shovel-selling business by showing how good they are at selling shovels.
NVidia is happily just actually making the shovels and supplying the shovel-sellers.

I think this specific aspect of the argument falls to tragedy of the commons- it is easy to make the case that the overall economy is better, but hard for any individual company/individual to see the benefit.
Because individuals aren't rewarded by improving the rate of exchange of goods.
