I know a few people like this. I even tried to give them a hand up but it always came down to stuff missing and found at the pawn shop or finding drug needles hidden in the couch along with other BS. I think it's what balance and order the carrot and stick are used that will even out support.

Some people have pets, while not legally registered are akin to ESA's they simply cannot exist without, separating them is cruel and unusual and will chose destitution rather than give them up. I'm not being adversarial or that, just realistic you're going to have to flex if you want them to bend.

What is going to happen to the people who don't want that kind of support or care? I hate to be blunt but rehab and housing are great if someone wants help to get clean and housed. You can't make an addict get clean until they want to be clean. You're going to have to overcome that hurdle for some.
