After 17 years at LASD, Richard Lee Sullivan went on to give out parking tickets at LADOT. He got promoted 2x and has been a Senior Traffic Supervisor since 2018.

Two known victims were hoping he'd intervene in their cases on his behalf, and he did, but he also testified against them. Eventually the DA's office tipped off LASD. (The DA later declined to prosecute him for sexual assault and conspiracy.)

We know about him because his disciplinary records were made public thx to SB 1421 & SB 2. Now Blanca Pacheco & her fellow #AB1178 cosponsors want to shield corrupt cops like Sullivan, just because he worked "undercover".

Per CA POST Commission, LAPD apparently has NOT gotten rapist rookie Gabriel Espadas decertified.
His POST certificate has expired, but in theory it could be renewed.
Why isn't Jim McDonnell's LAPD protecting the public from this guy?
