Bioterrorism. These drugs don't only prevent HIV from progressing to AIDS, they also reduce the viral load of HIV to the point where infected people can't spread the virus to others.

The scanner built into the camera apps on iPhone and on Android are both kind of terrible at recognizing the code. Use a 3rd party scanner with decent reviews and it will try to find QR codes much more readily.
