how is giving people clean supplies enabling drug use if they'll use any ways? would you rather people share used needles or pipes? you CANNOT force people to stop drugs there has never been any evidence that this works well. treat people like humans and meet them where they're at

if someone has an opioid use disorder, i'd rather they be using clean supplies and not sharing/picking stuff up from the ground. supplies can keep people from potential infections they may have. Clean supplies = less sharing, less chance of ODs, less chance of disease being spread
