NAS stands for network attached storage so yea it’s an umbrella term. An old pc with even a 900 series GPU will be more than enough
I have an nvidia quadro from 2014 in mine lol

A NAS is just a PC with a bunch of hard drives and dedicated controllers.
You can make a nas out of any old PC pretty much. You can also run a media server out of any nas. Although it’s better if you have a Gpu dedicated to video encoding and decoding for 4k video
