IIRC they did have some pets wandering the garrison, but overall the garrison had limited customization. The pets and NPCs would stick to known paths and entrances. Housing is a completely different ballgame.

Not the same. The mounts were in a pre-set paddock. If they did that here, you'd have a "Mount pen" you could place where your mounts would be restricted to. My understanding is that they need to work on pathing, since they have no control over the layout to be navigated. Applies to all NPCs.
