In the sense that committing an act of war is in fact separate from a formal declaration of war on the part of the nation, it very much does. The president does not rule by fiat, unless allowed to do so by the shameful inaction of the legislature.

Sure they can. They can do so by not pretending bipartisanship exists, and not voting to enable these actions by approving appointing extremists.

They will not do so because they consider decorum and their work buddies more important than the nation.

When you say you're going to do a thing, and make no effort to actually do it when it comes time to act, that is a pretty clear failure to show any kind of will to act.

The GOP has no shame or decency, so no sense appealing to it.

It is quite literally Congress' responsibility to meet high crimes and misdemeanors on the part of the President with impeachment proceedings. They are in fact the only ones with the legal power to do so.

That they have not, with the current President openly ordering war crimes is damning.

Again, that's Congress' matter to prevent. The Senate has to confirm SCOTUS Justices, and a recess appointment can be impeached just the same as a presently sitting Justice.

I know the chances of that happening are laughably slim, but still, like most of this administration's bullshit, it all falls back to Congress' long-standing policy of ceding power to the executive rather than serving as a check.
