Siebe Thissen breekt een lans voor het opnieuw invoeren van de Percentageregeling Beeldende Kunst, die de gemeente in 2005 stilletjes afschafte. Met de regeling mag 1% van de gemeentelijke bouwkosten worden besteed aan het verfraaien van gebouwen en beeldende kunst.
Het stiekem afschaffen van de Percentageregeling voelde voor Rotterdamse kunstenaars als een brute straatroof
