1. Fill everything with ocean tiles
2. Randomly put a couple of batches of land (each one is no bigger than 5 tiles)
3. Every tile becomes a random one, but it's weighted towards the tile's neighbors (so ocean surrounded by ocean most likely will remain). Repeat if needed
