Absolutely is one of them, he literally made a RX company to us give discounts, and make millions off it. He wanted a piece of the healthcare pie, he see's all the $$ healthcare brings in, and he wanted in, with the guise of helping people.

Go further, there needs to be actual education these people have to complete, a license they must update every 2 years, and if they get fired or do something criminal, have license taken away. And then refuse to hire without updated license.
