In reflex, they move around more and more, the feathers on all sides brushing against them in the process.
This works better if two victims are tied back to back so that it causes more of a feedback loop if one of them moves, causing the feathers to tickle the other.

I have a rare scenario that really should be done more:
A character hanging tied by a rope with many bare parts exposed (or naked) while surrounded by many soft tickly feathers close to their body that are attached to springy rods. If the victim moves around, they will brush against the feathers

Oh it’s a lot. They haaaate this, thinking the devs are taking a huge L for appealing to a broader modern audience. They really don’t live in the same reality as everyone else and it’s why I think difficulty settings in souls-likes should happen more often. Elden Ring was kind of a natural one.
