Some people, not all looking down-and-out, make money going around collecting these empties. To save rummaging in rubbish bins one sees bottles left beside bins ready for collection. Even a waiter at an outdoor café was keeping empties, thus helping poor people

One proven way to reduce plastic litter/pollution is for supermarkets to take back empty containers.
On the European continent it's common to charge a small deposit on plastic bottles & cans. Empties are fed back into machines that issue money vouchers to reduce the next shopping bill.

By contrast, modern commercial panels already achieve ~20–23% efficiency, are cheap, reliable, and proven to last 25+ years.
